Iloilo Strengthens BES BASA Program With Pilot LGUs

The Iloilo Provincial Government, through its Education Core Group (EDCORE), convened today pilot local government units (LGUs) to reinforce the implementation of the Bulig Eskwela (BES) Basa Program.

Education focal persons from the municipalities of Carles, Dingle, Janiuay, Lambunao, Oton, and San Miguel attended the orientation, which aimed to present the partnership framework and program indicators to ensure the sustainability and eventual expansion of the BES Basa Program across Iloilo.

Provincial Administrator Dr. Raul Banias assured the pilot LGUs of the provincial government’s continued support, emphasizing the importance of maintaining the momentum beyond the current school year.

“Rest assured that we will sustain this program even beyond this school year,” Banias said, highlighting Governor Arthur Defensor, Jr.’s commitment to ensuring the program’s success.

Banias also stressed that the success of the BES Basa Program relies heavily on the dedication of local leaders.

“The program is leader-centric. If the mayors will not support this program, the supervisors, principals, and even the school board cannot do anything. That is why the governor is also taking a lead role here,” he added.

Pilot LGUs shared their experiences with the BES Basa Program, noting encouraging results through the use of the Oral Graphic Symbolic Language (OGSL) method, a reading instruction strategy adopted under the program. The OGSL method has shown positive outcomes in improving reading skills among learners in pilot areas.

To ensure accountability and program sustainability, EDCORE presented the draft Memorandum of Understanding (MOU), outlining the responsibilities of stakeholders and key program indicators.

The session concluded with the identification of next steps to further strengthen the partnership and expand the program’s reach to more communities.

The Bulig Eskwela (BES) Basa Program is a flagship initiative of the Iloilo Provincial Government aimed at improving reading competencies among elementary school learners, particularly in the early grades.
