Toto Lilo, the official mascot of the Province of Iloilo, was formally introduced to provincial government employees during this morning’s flag-raising ceremony. His unveiling coincided with the launch of the Government Employees Motivation and Service System (GEMS), a program spearheaded by the Human Resource Development and Management Office (HRMDO) to inspire excellence in public service.
A cheerful Ilonggo boy, Toto Lilo personifies the province’s deep commitment to serving its people. He wears a modern barong adorned with the Iloilo Provincial Government (IPG) seal and a carabao-head buckle which are symbols of industriousness and humility. His woven bamboo hat bears the inscription “MoRProGRes,” echoing Iloilo’s vision to be robust, progressive, globally competitive, and resilient.
With a backpack brimming with local produce and a warm, welcoming wave, Toto Lilo embodies Iloilo’s vibrant “Fun, Foodie, Friendly” spirit. He celebrates the province’s agricultural richness and its proud culture of exemplary public service.
