The municipalities of Cabatuan, Guimbal, and Igbaras have launched their district roll-out of devolution on basic education, marking a significant step in the Iloilo Province’s commitment to improving the reading proficiency of young learners.
This event, which focuses on enhancing the skills of primary school teachers, is part of the broader efforts to ensure that all Grade Three students in the province are proficient readers.
The roll-out included several key topics aimed at equipping teachers with essential tools for fostering literacy among their pupils.
These topics covered foundational skills such as teaching children how to read through vowel sounding and blending, utilizing the power of stories to develop comprehension, and fostering critical thinking skills through effective questioning.
Teachers were also trained on formative assessment and monitoring strategies, as well as on designing work programs tailored to their students’ needs.
This initiative is part of the Proof of Concept (POC) for the devolution of basic education functions in Iloilo, a pilot area selected for this educational reform.
The program, undertaken in partnership with the Synergeia Foundation and the Second Congressional Commission on Education (EDCOM 2), underscores the shared responsibility between local governments and educational institutions in addressing the challenges in education.
Cabatuan, Guimbal, and Igbaras are three of the pilot LGUs which also included the towns of Maasin, Batad, Lemery, Mina, Leganes, Pavia, Barotac Viejo, and Sara.
