Top officials of the Police Regional Office 6 (PRO-6) paid a courtesy visit to Iloilo Governor Arthur R. Defensor Jr. today, marking a renewed commitment to strengthening coordination between the Philippine National Police and the Iloilo Provincial Government.
Leading the delegation was PRO-6 Regional Director PBGEN Josefino Dico Ligan, accompanied by key officers including PCOL Roland V. Bulalacao, Deputy Regional Director for Operations; PCOL Bayani M. Razalan, Provincial Director of the Iloilo Police Provincial Office (IPPO); PCOL Ryan A. Devaras, Acting Chief of the Regional Investigation and Detective Management Division; and PCOL Wilbert B. Parilla, Acting Chief of the Regional Intelligence Division.
The visit highlighted the province’s continuing support to the PNP’s peace and order initiatives. Governor Defensor commended the PNP for its professionalism and efficient response to public safety concerns, especially in the province’s rural and high-risk areas.
He also reaffirmed the Capitol’s commitment to working closely with the police force to ensure a safe and secure environment for all Ilonggos.
A key update shared during the meeting was the reinstatement of PCOL Bayani Manuel Razalan as Provincial Director of IPPO, effective July 14, 2025. His return follows an official order from PRO-6 and comes two months after he was temporarily relieved from duty on May 11, just before the midterm elections. During his brief absence, PCOL Roland Bulalacao served as officer-in-charge.
Also affected by the latest PNP reshuffle are several senior officers. PCOL Ryan Devaras has been assigned to the Regional Investigation and Detective Management Division, PCOL Giovanni Asturias Musico has moved from the Regional Intelligence Division to the Regional Learning and Doctrine Development Division, while PCOL Wilbert Parilla now heads the Regional Intelligence Division.
According to PRO-6, the reassignments are part of its ongoing efforts to professionalize the ranks, enhance leadership rotation, and improve operational responsiveness throughout Western Visayas.
For Iloilo residents, these developments signal a continued focus on effective law enforcement and closer inter-agency collaboration in sustaining peace and public confidence in local governance.
