Iloilo Leads Rollout Of Digital Property Valuation System

The Iloilo Provincial Government is set to deliver faster, fairer, and more transparent property valuation services as it becomes the first local government unit in the country to install the Real Property Information System (RPIS) and Computer-Aided Mass Appraisal (CAMA) at the Provincial Assessor’s Office.

Technical teams from the Bureau of Local Government Finance (central and regional offices), ePLDT consultants, and Amilyar consultants briefed Governor Arthur Defensor Jr. on the system installation.

The systems aim to reduce outdated manual records, and establish a single, modern valuation base replacing multiple zonal values previously set by the Bureau of Internal Revenue.

Office of the Provincial Assessor – Iloilo Chief Rema E. Calderon explained that moving to a unified market value system empowers owners with accurate benchmarks.

“Madula na ang zonal value. The market values of the Assessor’s Office will be used (para) one value system na lang kita,” she said, adding that owners will now have reliable reference points to protect them from undervaluation.

Mandated under Republic Act 12001 or the Real Property Valuation and Assessment Reform Act, RPIS and CAMA aim to modernize, streamline, and standardize property valuation and taxation. The tools are core components of the Local Governance Reform Project, a four-year initiative funded by the Asian Development Bank in partnership with the BLGF.
